You do have to set Max pass age to 0 on Windows 7 for this to work.

Password age just stops the password from expiring after 180 days. Cause then it will ask you to change your password and unless you also change enforce password history to 0 you won’t be able to set a blank password again.

I didn’t think you needed to change the Password age for this to work. Or at least I didn’t think you had to in XP. Vista might have changed some things though. Just FYI
